Gulf Coast Ike Relief Fund (GCIRF) Grant Disbursement Guidelines

  • GCIRF will provide funding to nonprofit organizations, public agencies and governmental bodies to provide direct support for the immediate and short-term needs of victims of Hurricane Ike. Grant requests will be considered for services provided or to be provided in the following counties in Texas: Brazoria, Chambers, Fort Bend, Galveston, Harris and Montgomery.

  • GCIRF will be governed by a special citizens advisory board that will award grants and monitor their use.

  • Priority will be given to grants focused on the following areas: shelter and temporary housing, food and supplies, transportation, child care, and facility needs.

  • GCIRF will require potential grantees to provide a service plan to demonstrate how specific services have been or will be rendered.

  • GCIRF will not make direct donations to individuals. GCIRF will make no grants to for profit businesses.

  • GCIRF will require grant recipients to demonstrate program effectiveness and fiscal accountability in written reports on the use of funds and services rendered. These reports will be due three months and six months after a grant is made, and at additional intervals as required by the advisory board.

  • GCIRF may impose contractual requirements on service delivery and accountability as part of the grant process.

  • Promptness in service delivery is a factor for consideration in making grants.

  • GCIRF will provide special attention to unmet needs or special circumstances (i.e., no FEMA or other assistance available, timely intervention is required, etc.).

  • GCIRF grants may only be used for their intended purposes and may not be used to support other programs of the grantee. Grant money not used for hurricane relief as specified in the grant application will be refunded to GCIRF.

  • Relief assistance will be given without regard to race, sex, nationality, ethnic origin, citizenship status, religion, sexual orientation, disability, age or personal appearance.
